These lights do just switch on/off with no test mode.

These lights are not motion sensored, they will just activate when it is dusk.

We would recommend charging via usb first which could take up to 7hrs but more than likely 1-2hrs. You could leave the panel outside for 3-5days with the lights off too. This gives the batteries a full charge so you get the most of your lights straight away.
