The lights will only come on at dusk, which is summer is usually around 10pm. The light sensor is the whole solar panel, so this would not be mentioned on the instructions. In winter you will find they will come on around 4pm. Hope this helps.

The Falmouth bulbs are glass- we don't often receive complaints about them in windy or rainy weather, but it's always worth bearing in mind they can smash in particularly rough weather conditions.

The flashing may be caused by battery issues- try turning off the lights for 3-5 days to allow for the battery to regain full charge. The battery life may be affected by use, installation, and location, therefore if the solar panel is located in a shaded area, it may not be charging the battery to its full capacity, effectively causing the lights to run out of charge earlier than expected. If the issue is not resolved by allowing the battery to recharge, a replacement of the batteries themselves may be necessary.

It really depends on the time of the year assuming nothing is in the way of the sun. In the summer months, the sun is straight overhead and lower in the winter months.
