It does have an on/off switch so you can turn it on/off manually as well.

Question:

How long should it take to charge with usb, ,the one I have is showing a green light fading in and out, also the user guide is a bit vague,on the front page it states that for the light to charge it must be in the on position, but on the back it states to recharge it should be put to the off position ? Answer:

It should be charged for 4-6 hours however when fully charged it will go green.

You can have the light on/off when charging but it is preferred to be charged when off.
