If there is any light getting onto the panel then the lights will assume it is daytime, so will not work if the panel is plugged in. You do have the option of fully usb charging and then using them outside without the panel attached if you wanted to, however, this isn't an ideal permanent solution.

We strongly recommend charging in the first instance with USB charging, but if you place these on powersaving then they will run for you. Please do make sure that they are not near any other lights source in the evening or thye will not come on as they will assume it is day time.

Yes, and No, the panel contains the sensor which switches to charge mode (lights off) and lights on mode. You may be able to position the solar panel at a location and an angle in which the street light doesn't hit it but you would need to test this yourself. Control pack to panel is 2 meters.
