The base is compatible only with the shapelight range, so I am slight confused what you mean in your question. The base comes with all you need including battery.

the replacement does not come with a base wrench, however, one is not needed in order to swap them out. Simply twist it over anticlockwise, and the base should come off the thread.

If you charge them before use, you can do this by sunlight or USB.

You just need to twist it over, anticlockwise, and the base will come off the thread and you can replace it. 

It is 19cm across the base.

The base is only designed to work with our shaplights, so will fit into them with no issue. If you are trying to use them as a stand alone decoration we do not advise doing this.
