I don't get much sunlight on my balcony. Does this come with a rechargeable battery which I charge using a dock?

It does come with a rechargeable battery, I would not recommend putting this somewhere that it will not receive much sunlight. You are not able to open this light to get to the batteries to charge it on a dock/battery charger.
